DEV pls FIX MAGE

Im here again to talk about 2 bugs in mage.

1 - I can get 10% reduction cooldown in rebirth

And 20% in head

But only work 25%

Need fix this, 5% its so much good to mage

2 - Mage Spell Crit dont work, the damage is the same damage with no Crit…the Spell in SpellCrit need Crit
